The phenomenology of the lunar month is something not familiar to everyone, despite the universal possibility of paying direct attention to it. Thus, the fact that the time of moonrise is directly tied to the phase of the moon is something of which not everyone seems to be aware.
Years ago I read a fantasy writer who seemed to be under the impression that the moon rose at the same time every night, and it could then be exhibiting any phase. One wonders how often he had ever actually looked at the moon.
But the principles are simple enough.
The Full Moon rises at sunset. Waxing moons always rise before sunset; and waning moons always rise afterwards. At local apparent noon, the Sun is on the Meridian, the imaginary line in the sky that passes from due South to due North through the Zenith, the point directly overhead.
This is when sailors take the Noon Sighting.
The Full Moon is on the Meridian at local apparent Midnight, i. At sunset, the waxing Crescent Moon is somewhere between the Meridian and the Western horizon. At sunrise, the waning Crescent Moon is somewhere between the Meridian and the Eastern horizon. A very Young Cresent or a very Old Cresent are close to their respective horizons at sunset or sunrise.
A New Moon, of course, rises and sets with the Sun and is invisible -- unless a solar eclipse occurs, when the Moon betrays its presence by blocking the light of the Sun. Thus, a Winter Full Moon on snow can light up the landscape considerably, giving an impression almost of daylight.
For the future, there is at least one conceivable reason why a luni-solar calendar might eventually be desired: When there are human colonies on the Moon, it will be of rather more practical concern than it is on Earth what phase the Moon is in, since that determines whether it is day or night outside.
For lunar inhabitants, this may or may not turn out to be of importance in their lives since the surface conditions may not be of that much significance, except for those required to go outsidebut they might like an intuitive way of keeping track of it anyway.
Since the rules for determining the actual date are complicated in both the Jewish and Chinese calendars, something simpler might be in order. The problem of any luni-solar calendar is its dual purpose.
Keeping track of the Moon requires adjustment of days. Keeping track of the Sun requires adjustment of months.
Adding or subtracting days, as the Julian or Gregorian calendars do, to adjust the seasons will not work, since this will ruin correspondence to the Moon.
